In Cambodia, we're not very precise about opening times. The first stores open early, and close late when there are no more customers. For government offices, aim for 9am-5pm, as most close fairly early. Restaurants are open at mealtimes, of course, between 11.30 a.m. and 2 p.m. or so.
If you have a car, avoid crossing Phnom Penh between 7am and 9am or between 5pm and 7pm, as traffic jams are guaranteed!
Finally, life is different in the city than in the countryside. Finding a restaurant open after 8pm outside the cities is a challenge.
Enjoying yourself Cambodia
Many restaurants are open all day, but generally breakfast is served from 7:00 to 11:00, lunch from 11:00 to 14:00, and dinner from 19:00 to 21:30. It is a little more difficult to find a restaurant on Sunday night or Monday
Take a break Cambodia
Any time is a good time to take a break. As a rule, small street stalls are open all day from dawn to dusk, and even longer. In the city, the more upscale street-side stores observe more internationally standardized opening hours. Typically from 9 a.m. to 7 p.m.

Stores are generally open from 7am to 7pm every day of the week. Sundays are rarely off. Markets are most popular in the morning, when food is freshest.
Get out Cambodia
Establishments that cater mainly to tourists tend to follow international opening hours. In Phnom Penh and Siem Reap, for example, you can enjoy a drink as usual in a bar from dusk until 11pm or midnight, then head off to a club that closes in the early hours. In the countryside and in local gargotes, closing time will be much earlier.
