A controversial legend tells that in the time of King Uttarasena, a white elephant carrying on its back the precious relics of Buddha suddenly froze when it arrived at this place. It stretched all the way down to the ground, then miraculously turned into a rock. King Uttarasena immediately ordered the construction of Shingardar's stupa next to this rock. Made of large stones and thin layers of slate, the current monument is 18 metres long, with foundations 8 metres deep.
