The Northern Department is the longest department (184 km) and the most populous in France (more than 2,5 million inhabitants). It comprises 653 communes divided into 6 boroughs: Dunkirk, Lille, Valenciennes, Douai, Cambrai, Avesnes. Its budget is more than EUR 3,5 billion, which is devoted to regional planning and solidarity policies (social action and health, housing, environment, roads, infrastructure, transport, culture, tourism, RSA, APAH, PMI…). The Northern Council of the North has been chaired by Jean-René Lecerf since 2 April 2015.
