In 1871, Jules Ménard, before he was mayor of Le Havre, founded the Company of the Workers’ Cities who would make 70 small houses built to accommodate workers and "small people". These flat rooms with a garden, near the Rond-Point and thus the city centre, are the beginning of moderate rent homes. Moreover, it is as a Member of the European Parliament that the same Jules Ménard has adopted the First Law on "Bon Marché" dwellings.
