One could call this "An American in Paris", like the famous film of Vicente Quivering with Gene Kelly: in June 2012, Shepard Fairey, an American artist muralist (mural art creator: world-famous graffiti and wall paintings, come to our capital and realize a 40 m high fresco, at the corner of Jeanne-d'Arc Street and Boulevard Vincent-Auriol, in the 13 th arrondissement of Paris, with the support of the Town Hall. In this work called Earth Crisis, the world stands in equilibrium (unstable?) on the tip of the Eiffel Tower. Why this command to an American artist for a district of Paris? Because the 13 th arrondissement became over ten years the permanent exhibition showcase on street art. This evolution is historically linked to the arrival of urban art galleries in the borough, including the gallery subtly named "Itinerrance" and the action of its owner Mehdi Ben Sheikh, who contacted and convinced the mayor, Jérôme Coumet, art lover, to give "district right" to urban art in the 13 th. After showing to the mayor what had been done in this field in the suburbs, in Montry in Seine-et-Marne, where he had already involving about thirty artists, Mehdi Ben Sheikh obtained the mayor's agreement for his… monumental project! In order for them to express themselves, the municipality provides artists with real estate walls or facades of social housing through agreements, including financial agreements, with donors. But tenants also have a say: artists offer them several visuals and they choose one during a vote! You said neighbourhood and district democracy? You are told: Street Art 13!
