He was born in 1784 in the village of Carachimayu, near San Lorenzo. He lost a hand... for reasons that are not really known. Hence his nickname "Moto" Méndez, the penguin Méndez. He would have lost either his left or his right hand (legends vary), either in battle or after getting drunk (he would then have hit his mother, and the next day, ashamed, he would have cut off his own hand). In 1812, he fomented his own guerrilla war in the region of Tarija to fight the Spanish invasions. His tour de force took place in 1816 when, for more than a year, he succeeded in surrounding the Spanish royalists in the city of Tarija, cutting off all their methods of communication, and above all avoiding any campaign from the city. The hero of the poor and father of the Montoneros (the first modern guerrillas) fought in all the battles of the region, which raised him to the rank of colonel. He was one of the main opponents to the joining of Tarija to Argentina, against the advice of the congress and Simon Bolívar, el Libertador. The army of "Moto" Méndez finally defeated the Argentine contingent in 1836. He was killed in 1849 during the battle of Santa Bárbara in the region of Tarija, one of the many Bolivian civil wars.
