Father Jean-Marie Beurel arrived in Singapore from France in 1839, and is considered the founder of the Catholic Church in Singapore. In January 1840, he immediately began the task of raising funds for the construction of a church. The church was inaugurated in 1847. It is dedicated to the Good Shepherd, in memory of Father Laurent Imbert, the first Catholic missionary in Singapore, from the Missions Etrangères de Paris, who arrived in 1822. In 1888, the church was consecrated a cathedral.
