Without a doubt, Samrat Hotel is the best address in Dire Dawa. It's also the most expensive, but deservedly so. The rooms are modern, comfortable and well-equipped (plasma TV, air conditioning, etc.). The large, refreshing, well-cleaned swimming pool at the rear of the building is especially appreciated in hot weather. There's a good restaurant serving Ethiopian and international specialities, and a large, well-stocked bar. The hotel team is there to make your stay a pleasant one. Wi-fi, parking. A good address.
