The Carlos in question is Carlos Castaño, the Colombian-born chef and owner who has set up shop in a beautiful Art Deco building with eye-catching stained glass windows. He offers market cuisine with 2 faces: on the one hand, Belgian gastronomic classics (shrimp croquettes, Liège meatballs, American...) and on the other, dishes from other parts of the world, such as papas rellenas or fillet of sea bass with manioc coulis and coconut milk. It's a neighborhood restaurant that the inhabitants of the Observatoire district have quickly adopted.
