The square owes its name and design to the Holy Alliance Congress held in Ljubljana in 1821. The most important crowned heads discussed the future of the old continent: the Austrian emperor, the tsar, the king of Naples and Metternich, the Austrian chancellor, who was an opponent of liberal ideas and national movements.

To the east of the square are the Filharmonija and the Slovenska Matica, the seat of the oldest publishing house in Slovenia (Biedermeier style).
