Water has always been a problem in Istanbul. First the Romans, then their heirs the Byzantines, tried to remedy the situation as best they could. The Valens aqueduct brought water from outside the city to the Basilica and Philoxenos (Thousand and One Columns) cisterns. Work on the aqueduct must have begun during the reign of Constantine I , and was completed during the reign of Roman Emperor Valens (364-378), around 378. It was restored several times.
