Gorilla permits are non-refundable except for medical reasons upon presentation of medical proof. Visits to the gorillas may be refused at the last moment for reasons of park or border closures, security reasons or if the gorillas are out of reach. Permits are much cheaper in Uganda, but the Rwandan authorities, who are banking on high-end tourism with high margins and low environmental impact, highlight the country's assets, praised for its stability and economic progress.
