Hotel Barnaoul is an institution and is a good option. Of course, it is not the Moscow Ritz, but the staff is helpful and speaks sufficient English to help you, for example to book a table. While the style of the cheaper rooms leaves something to be desired and smells of Soviet mothballs, the rooms are clean and the service is impeccable. Rich buffet breakfast, restaurant room. Very central location.
