C.D.R. HEADQUARTERS
The Council for Development and Reconstruction (C.D.R.) was set up in 1977 to organize the rehabilitation of Lebanese infrastructure. During these first years of activity, the C.D.R.'s lack of funding was proverbial and its action more than limited. It was not until the 1990s, and then Rafik Hariri's term of office, that the C.D.R. was finally able to contribute to the reconstruction of Lebanon. Its building occupies the site of the former School of Fine Arts. It was built in 1861 as an Ottoman military hospital.
