MUNICIPAL CONCEPT
After the destruction of the seminary in Santa Rosa by the earthquake of 1641, a new building was rebuilt in 1669 and became an educational institute in 1696.
From 1725 onwards, the Institute was replaced by the Royal and Pontifical University of Caracas created by Felipe V of Spain. The registration criteria were draconian, as the student had to "prove the purity of his blood", be Christian and not have a criminal history. Not to mention the high price of these studies and the obligation to make a speech in Latin during the handing over of diplomas! It was also here that the first Constituent Assembly was convened at the end of June 1811 to draft the following declaration of independence on 5 July.
In 1870, it was the city council's turn to settle in these walls. For a long time, the meetings took place in the Santa Rosa Chapel. This sanctuary, a unique remnant of the seminar, was restored after the earthquake of 1900, with its original furniture, following the decoration of the famous painting of Juan Lovera, 5 de Julio 1811.
