The house, as well as the contemporary paintings it houses, was offered to the city by Miguel Otero Silva, the great Venezuelan writer and journalist. Concerts are also given in this colonial building, which is recognisable to its multitude of balconies in front. Paint lovers can also visit the temporary exhibitions of the Casa de la Gobernación.
