Father's has long defined himself as a Cuban club in central Moscow, and indeed he is regularly frequented by Latin Americans. Remember that the USSR and Socialist South America (Cuba in the lead) had a political honeymoon in the 1960 s and 1970 s. There are still a number of South-Méricains or their children in Moscow, although the formula of Papa's slipped into a "Bar & Grill" American format. Not many expatriates of all nationalities and regular live before 23 h.
