The PCIL, a typical 19th century building, is named after a great Cape Verdean musical figure who has passed away, and is home to a very active House of Culture that regularly offers concerts, shows and painting exhibitions. The three levels of the building include a bookshop, cybercafé, auditorium, video library, socio-cultural space and, at the top of the building, a concert café. You can also go up to the first floor just to enjoy the terrace and the view over Praia.
