The BFL (Banque Franco Lao) was created in 2008 thanks to an agreement between the French world Bank BRED Banque Populaire and the first bank in Laos, the BCEL. It offers visitors an exchange service, VISA distributors, the possibility to open accounts for non-residents, free BFL withdrawals, Internet access to accounts (see agency conditions), a chest service.

For customers of the CES Banque Populaire with Internet access, an exclusive transfer of funds called E-Transfer Express allows to transfer up to $ 2 300 in real time for only $ 5.
