Le centre d'information culturelle existe depuis 1998 (jusqu'au 31 décembre 2018, il fonctionnait comme le centre d'information de la ville et le salon Posnania), il fait partie de la maison d'édition municipale de Posnania. Le siège social est situé dans le bâtiment historique Arkadia à Plac Wolności.
