In the 1980s, the Ministry of Education planned what it called 'Tokyo's renaissance'. The plan was to rebalance the major urban hubs, such as Ginza, Shibuya, Shinjuku and Ueno, in favor of Ikebukuro which, because of its strategic position, channelled the flow of commuters arriving and leaving the city. The Metropolitan Art Space is the fruit of this policy. Ballets, dances and plays take place in this pleasant cultural centre.
