Kyoto Free Walking Tours offers two tours, one in Gion and Higashiyama, and the other at Fushimi Inari on the edge of town. The atmosphere is relaxed and friendly, and you'll learn plenty of anecdotes about the history, culture and life of Kyoto. It really is a simple and rewarding way to discover the city, and it's entirely free. Please note, however, that at least one person must register for the tour for it to take place.
