This neoclassical building dating from 1826 houses the elegant "salón de plenos", where the plenary sessions of the Juntas (provincial parliament) have been held since 1979. The interior decoration is well worth a look, especially the superb stained-glass window depicting the Gernika Tree. For centuries, the lords of Vizcaya would swear an oath to respect local fueros under the Gernika tree, which has become the symbol of Basque liberties. While the remains of an 18th-century oak have been preserved, a new tree was planted in 2015.
