It is interesting to take a look at this building, which houses the Philadelphia municipal library since 1927 and is an American copy of Hotel Crillon on the place de la Concorde in Paris. The architect is the first African-American graduate of the Architectural department of Pennsylvania University, Julian Abele (born in Philly in 1881).
