This imposing blue building of French neoclassical style, 5 floors and 7,000 square meters, inspired by the architecture of the City Hall of Paris, was inaugurated in 1910 to celebrate the centenary of the First National Council. It was the seat of the Valparaiso City Council, called the Intendencia, until the coup d'état of September 11, 1973, before becoming the decision-making centre of the Chilean Navy (Armada), and declared a National Heritage Site in 1979.
