After the British lost Singapore in 1942, Trincomalee became an important naval base. This cemetery, initially reserved for members of the British forces, also houses the remains of civilian personnel who served in the Merchant Navy or worked for the Admiralty. At the time of Ceylon's independence in 1948, a concession in perpetuity was granted by the Sri Lankan government to the Commonwealth War Graves Commission (CWGC). It is one of six Commonwealth cemeteries on the island.
