This monumental complex was certainly intended for the administrative functions of the city. It is made up of a series of rooms and courtyards which would have housed the apartments of the high dignitaries of the administration or of the various princely families. According to the evidence collected - among which are some frescoes - the constructions followed one another until the twilight of the tenth century. Moreover, the remains that can still be admired were probably built between the middle of the sixth and the tenth century.
