Created in 1957, In Cité - Société d 'Economie Mixed - manages a heritage that represents more than 1,900 social and intermediate housing units in Bordeaux, Cenon and Lormont, as well as 2 malls (Counord and Europe in the Grand-Parc) and a heating shop (Grand-Parc). Since 2003, In Cité also manages the housing component of the requalification project of the historic center of Bordeaux. Indeed, the historic center at the time was devitalizing rapidly: Between 1965 and 2005, the population had declined steadily, housing deteriorated and, for 12%, they had become unsanitary. Thus nearly 20% of housing was vacant. On the other hand, the supply was low with 85% rental and 66% of small housing (T 1 and T 2), so very few offers for families. This led to a significant turnaround in the population and was detrimental to neighborhood life. Since 2002-2003, In Cité has renovated more than 1,700 dwellings, some leased, others for sale… Its action is sometimes criticized because it obliges residents to leave their homes and to be rehoused, not always in the city center. As a general rule, however, it has improved habitat and the mix of neighborhoods in a significant way. Persons over 60 years of age or in disability may be provided with advice and assistance for housing development grants.
