It's the French law that you can ask for water for free. These people pretend they don't understand you and sell you overpriced Evian water, just because your French isn't fluent.

The comparison with the bakery is ridiculous, as the water was already poured when the waiter brought it. There was nothing to be done.
As for the rest: if the waiter didn't understand, he should have asked instead of speaking English immediately after we said "une carafe d'eau".
You people took advantage of the fact we didn't speak French fluently.
