This aid scheme was created by Law Besson of 1990 and attached to the Department of the Rhône in 2005. It can fall into several aspects: grants or loans to access housing, surety and guarantee or financial assistance to fill debts and various unpaid debts. Owners of occupants, tenants and sub-lessees can benefit under the conditions of resource after completing a complete dossier with the assistance of a social correspondent (e. g. social assistant). This file is available from the Maison du Rhône or the General Council. The department places an important place on housing for all. That is why in 2010 the budget allocated to this aid was around EUR 5.9 million, of which EUR 1.5 million was earmarked for access to housing. 2 000 grants and 2 500 guarantees were granted in the same year.
