MISSION LYON LA DUCHÈRE
A true emblem of modernity built in 1962, this neighborhood has undergone isolation, real-estate devalorization and concentration of social housing since the years 1980. Lyon took the decision of an overall revaluation in 2001. Nine challenges were raised: to encourage the diversity of the habitat; to improve the living standard; to develop service offer; to improve and diversify the urban functions; to privilege the educational success; to amplify the economic activities; to dynamise the neighborhood by the culture; to improve the tranquillity; to share and to build with the inhabitants. The project was carried out in two phases. The first (2003-2010) is mainly made up of new equipment and public roadway (two schools, library, gymnasium, places, esplanade of the Plateau and new streets). 1,200 accommodations were also demolished for the construction of 1,000 new ones. Only 27% of them are designed to be as social housings. The second phase consists mainly in creating commercial premises. A new athletic hall of regional scope is also being established, as well as a of House of festivals and families. 400 extra accommodations were destroyed for the reconstruction of 600 ones, with 55% drawdown from the social housing. The global budget of this project was of 600 million euros including 60 million intended only for public equipment.
