The 15-meter-high minaret on a square base, topped by a small dome and finial, is all that remains of the El-Batha mosque, built during the Ottoman era. Before the French occupation, the town of Miliana had 25 mosques. In 1844, the colonial administration decided to redevelop the town, destroying the El-Batha mosque to build a public square on its site. As part of this work, the minaret was transformed into a clock, and the square above it was named "Place de l'horloge".
