This magnificent, tall blue and white house has a façade and balconies full of ornamentation, mixing Indian influences (wooden balconies and coloured stained glass windows) and European neo-classical style. It was built as a public hospital by a wealthy Indian merchant Tharia Thopan, who laid the foundation stone in 1887. The house was bought by another Indian merchant who turned it into a charity hospital, before it fell into disrepair after the revolution. Today it is a cultural centre with an affordable souvenir shop in its central patio.
