DIAR DIAR ES-SAADA / EL-MAHÇOUL
These two Fernand Pouillon-designed housing estates are built from limestone in a harmonious layout.
The two housing estates designed by Fernand Pouillon will be of interest to architecture enthusiasts. Faced with a housing shortage and the problem of the shantytowns that were developing on the city's heights and in which Algerians were confined, Algiers mayor Jacques Chevallier, elected in 1953, embarked on a vast program to improve the capital's housing. It was against this backdrop that he called on Fernand Pouillon, whom he appointed city architect, to build three housing estates: Diar Es-Saâda, Diar El-Maçoul and Climat de France.
In just over a year, the first housing estate, Diar Es-Saâda ("City of Happiness"), was completed. Comprising 732 modern, fully-equipped dwellings, this first "normal comfort" project was allocated to the European population.
The Diar El-Maçoul housing estate, delivered in 1955 and comprising 1,550 units, is divided into two complexes, one with "simple comfort" for Algerians and the other with "normal comfort", comprising brighter, more spacious apartments with sea views, for Europeans.
Remarkably integrated into the site and inspired by traditional Mediterranean architectural principles (patios, plazas, gardens, porticos, etc.), these two housing estates are built with limestone and according to a harmonious plan that respects the balance of the masses. Don't miss the blue ceramics on the minaret of the Bachir-Ibrahimi mosque. The El Madania funicular links the Belouizdad district to the Diar El-Maçoul housing estate.
