The FPI, Fédération des Promoteurs Immobiliers, is the only professional organization representing private-sector developers. As an interlocutor with administrations, the government and members of parliament, the FPI plays an active role in the drafting of legislation and regulations that affect developers' activities. On a regional scale, it is also one of the local authorities' interlocutors in the discussions leading up to the design of the PLUi-HD (Plan local d'urbanisme intercommunal Habitat-Déplacement), and a driving force behind proposals based on its expertise in urban planning. While the number of developers in Dijon is growing, around 50% of Burgundy's developers are members of the FPI, helping to achieve the goal of building 15,000 new homes in the metropolis over the next 10 years. Despite an upward trend due to the explosion in construction costs, prices in Dijon have remained stable since 2010. The FPI estimates that there are 750 vacant apartments in stock in the metropolis, while between 500 and 1,000 are being built each year through some twenty new programs. Whether the properties are located in the city center - starting at €4,000/m² and rising to over €5,000/m², depending on location and services offered - or in the urban area, with prices between €3,200 and €3,500/m², prices are in line with land prices and the standard quality of construction.
